"Bids" are deemed to be formal, advertised requests for quotations or requests for proposals which are required to be signed, sealed and returned to the District Office prior to the bid due date. All bids received will be formally opened at the designated time. Facsimile or email receipt is not acceptable. "Quotes" are deemed to be informal requests for quotations and may be returned via mail, *express mail, or facsimile prior to the bid opening date. Email is not acceptable.
